Power Cosmic Potentials

I need a Tribunal ruling on characters who should have the Power Cosmic Team Ability.
Galactus, Silver Surfer, Nova and Dark Phoenix aside, who else should be granted this mighty ability to inflict great pain and destruction upon their enemies while having panic attacks aboard the mother ship?
I'm thinking, Celestials, Elders of the Universe, and while most Asgardians shouldn't, what about Odin?
And what about stronger versions of Adam Warlock, Captain Mar-vell, and Quasar?

Celestials, Elders, I think, are a given. Odin would be a good choice. All the "Sky Fathers" ie the leaders of the various pantheons. Like Odin, Zeus (Yeah, Zeus. As in father of Apollo? Mt. Olympus? Don't fuck with me or I'll shove a lightning bolt up your ass? Zeus! You got a problem with that?) and others I can't think of right now.

As for the others, well, I've always been a fan of Quasar and giving his status as Protector of the Universe it's certainly feasible for him to have the PC TA. I'd consider the Infinity Challenge version like a rookie and a newer version as a more experienced that would gain the PC TA. He's easily one of the most powerful Avengers when he actually opens up and uses the massive power at his command. Mar-Vell was also Protector of the Universe, so a stronger version might warrant it. And Adam Warlock has the Soul Gem. I think anyone possessing an Infinity Gem is a potential PC TA member.

I feel Firelord and Terrax should have the Power Cosmic as well. I agree with all the examples provided by Hobbes.

Power Cosmic TA allows the character to push without taking pushing damage and they cannot be outwitted.

Yes, Fortitude is nice, but they don't have a card that grants Willpower. And it's nice to have all that bundled up in a nice little convienient package in the TA.
